I am directed by Secretary Sir E. Grey to state, for

the information of Mr. Secretary Harcourt, that it has been

found possible during the past month to secure the

attendance at this Office of Sir J. Jordan, Sir H. de

Sausmarez and Sir E. Fraser, in order to discuss the Draft

China (Companies) Order in Council. The results of the

first discussion have already been communicated to Mr.

Risley in a semi-official letter from Mr. Hurst, and it is

understood that he has had an opportunity of perusing the

Draft Order in its present form. The Draft Order as it

now stands has been accepted by all those who attended the

discussions, and I am to express the hope that the altera-

tions which have been made in the earlier Draft will meet

with Mr. Harcourt's approval.

Copies of the Draft Order are enclosed herewith. The

only amendments of substance are those which have been made
